Initial focus includes Cardiff, Swansea, Newport and surrounding authorities, with coverage accepted only where practitioner capacity can genuinely support the case.

Phase 1 boundary: these services do not include personal care, prompting or reminding a service user to eat, wash, dress or take medication, medication administration, or accommodation combined with parenting assessment. Referrals are screened before acceptance.
