What Gwennol does

A managed support service, not shift supply.

A local authority, commissioner or organisation can commission one accountable service for a defined support requirement. Gwennol assesses the requirement, designs the package, mobilises suitable practitioners, manages delivery and reports back.

Referral triggers

When to call Gwennol.

These are the situations commissioners bring to Gwennol. If a requirement is not listed, send a non-identifying initial enquiry and we will assess whether it fits our scope.

A placement is at risk of breakdownAdditional support around a child or young person to help hold a placement that is under strain.
A young person needs urgent 1:1 or 2:1 supportA defined package with the staffing ratio set by risk and need, not by whoever is available.
Residential provision is unavailable or unsuitableCommunity-based support while options are worked through.
Support is needed while a placement is arrangedBridging support that keeps things stable during the search.
A young person is stepping downMoving on from residential, secure or specialist provision with support that reduces as independence grows.
A family needs intensive supportFocused work to prevent further escalation and reduce the risk of family breakdown.
A child or young person needs community supportStructured support delivered in the community rather than in a placement setting.
Contact needs to be arrangedSupported or supervised contact with professional observation and clear factual recording.

You need reliable reporting and clear ownershipAgreed reporting, named management of the package and a single point of contact.

Flagship service

Bespoke commissioned support.

For children, young people and families whose needs cannot always be met through conventional provision. Each package is designed around the individual — the support hours, the staffing ratio, the practitioner skill mix, the risks, the management requirement and the reporting you need. Urgent 1:1 and 2:1 support, placement stabilisation, community-based support, bridging support, step-down and planned transitions.

We will confirm feasibility and mobilisation requirements following referral review.

Designed around the individual

Hours, ratio and skill mix follow the need and the risk — not a standard shift pattern.

Managed by Gwennol

Planning, supervision, records, incidents and reporting sit with us for the packages we are commissioned to deliver.

How commissioning works

Refer, assess, design, mobilise, deliver, report, review.

The same seven stages apply whether the package is a single piece of contact work or a complex 2:1 arrangement.

  1. 1
    Refer

You send the referral, current information, known risks, the support required and the outcomes you need.

  2. 2
    Assess

We review needs, risks, staffing requirements, location and whether we can deliver safely and appropriately.

  3. 3
    Design

We define the support model, staffing ratio, practitioner requirements, management arrangement, outcomes, reporting and price.

  4. 4
    Mobilise

We build the team, brief practitioners, put plans in place and prepare for delivery.

  5. 5
    Deliver

We provide and manage the commissioned support, with records kept from the first session.

  6. 6
    Report

You receive the agreed evidence — daily, weekly or monthly as set at the design stage.

  7. 7
    Review

We review risk, progress and outcomes, and whether the package should continue, step down or change.

Commissioner confidence

What sits behind the delivery.

Supervision

Named supervision arrangements and a stated frequency for practitioners on the package.

Safeguarding

Clear thresholds, escalation routes and referral into statutory safeguarding processes.

Reporting

Format and frequency agreed at design stage, so you know what you will receive and when.

Review

Scheduled review of risk, progress and whether the package should continue, step down or change.

Where we work

South Wales now. South West England next.

Supporting commissioners across South Wales, with planned expansion across the South West of England. Coverage for any individual package is confirmed at referral review, because it depends on practitioner availability in that specific area.

Practitioners

The right practitioners around the individual.

Gwennol builds and manages practitioner teams based on the needs and risks in the referral, the skills and experience required, continuity for the person being supported, geography and availability. Our workforce capability exists to make the commissioned service deliverable — it is not the product we sell.

Matched to the package

Practitioners are selected against the needs, risks and skill mix the package requires.

Supervised

Named supervision arrangements and a stated frequency for the work.

Briefed and supported

Practitioners are briefed on the plan, the risks and the reporting standard before delivery begins.

Regulatory clarity

Our current operating boundary.

Gwennol is not registered with CQC or Care Inspectorate Wales and does not accept work requiring a registration it does not hold. We deliver non-regulated support within the published boundaries, with every referral checked for regulatory fit, risk, workforce and safe delivery capacity.

Need a support package?

Send a non-identifying outline of the requirement. We will assess fit, availability, mobilisation and any further information needed to proceed.
